The matte surface allows for better heat dissipation. (a tiny bit of) Function > Form.

Other than the intake bellows and the trim below the windshield (both necessary), none of the plastic is covering the engine. Those big black covers over each fender are covering stuff like the brake master cylinder, wiring, shock towers, and other such unattractive components.

I agree. In fact, polished runners would look out of place not just because the plenums are crinkle-finish red, but because Ferrari engines have traditionally had the same visual style.

Exactly. That crinkle finish is almost a trademark of Ferrari plenums.

Probably resonance chambers to get the intake noise juuuust right, or also to add a bit of wave tuning. Probably both, knowing Ferrari.
